If 40-75 is most of your riding, then you'll be fine with either the Teknic Freeway or the Olympia AST.

For reasonable price range, I got a Joe Rocket Ballistic (standard 3/4 length touring model) about 8 years ago. I can't believe it but its still holding up great. Venting is terrible, but its fairly water resistant, much more than I expected it would be. Only thing that has come off is the cheap plastic J.R. logo patches on the shoulder ballistics. Think I paid $180 for it from some ebay clearing house.
