Probably why the Mayor vetoed it. Is it possible for the Brownies to simply backdate tickets by 5 minutes, or is it computer controlled? Cops don't write theirs through computers, do they, so they can screw with the time?

Computer controlled, and yes if you hand write it you can fudge the numbers. Though i doubt a cop would, he or she doesn't care if they burn you, they only need to show the number of tickets written, not paid.

Even if hand-written tickets are affected by this, real cops usually double park next to the vehicle, write ticket, and drive away.

The "have receipt, submit for automatic dismissal" was heavily pushed for by the NYMSTF. I spoke with the bill's sponsor (Dan Garodnick's office) recently and they made it clear that there was a technical amendment that states the receipt has to come from that block's muni-meter. So no hunting for littered receipts in a 5-block radius if you didn't buy and got ticketed.

Can you park on one street, buy a 2 hour ticket then decide to move to another block (more than 5 blocks away)?

As far as I know yes, but the other block has to have a comparable or cheaper rate.

The law and the practice would vary I think. I really doubt that anyone is looking for whatever code might be on a muni-meter ticket to say where it came from. Though I understand the reasoning behind the law. With different prices for parking in different areas it makes sense.

As it was explained to me, the code on the receipt is pretty clear about what meter you bought it at. If you submit it for dismissal, the ALJ notes that the meter code matches the location of the violation.

I am sure an ALJ would catch it, but the average TEA?

On the way back stopped at the Rockefeller overlook on the Palisades, and checked out the Hudson. Looked like the ocean, with long, solid whitecaps, and 2-3' waves. A tug trying to make way up river pushing an oil barge wasn't doing well, with the entire rig being pushed sideways by the wind.

I normally use an old fashioned coated nylon rain suit in weather like this, clammy, but dry. My AlpineStar Ridge Waterproof Boots actually are.
I think I saw the same barge! Was it just upstream of the GWB? I was on the HH parkway heading in to NYC and saw all the swells and whitecaps on the Hudson.

I was on a barge on the Hudson and saw some crazy ass motorcyclists in 50 MPH winds on the PIP. Was that you guys?

This morning between 7am & 11am a co-workers new 2012 honda cbr 1000 got plucked from the corner of 26th & 9th, manhattan. Both wheels had disc locks on them. The building surveillance camera was able to record the license plate of the van used in the theft, most likely stolen van or fake plates...

Shite, that sucks. I had a bike stolen on 26th and Park that was also in view of cams. I hope he had theft coverage.

I've always wondered if disc locks aid the van-type thieves as they can just grab wheels without them spinning.

Could you see how it was placed in the van(i.e. steel bar through wheels, wheels grabbed by hands, etc.)? Or how many guys it took?

Edit: goddamn...just noticed it was in broad daylight. Ferfuksake!

26th and 9th... that's ridiculous. How can they be so confident that not one of the hundreds of people who walked by as they were picking it up will say anything?
