How do you mount Wolfman Tank Panniers?

A while ago I bought some used wolfman tank panniers, I used them as saddle bags on my duc for a little while, but today I want to use them for their intended purpose on my DR, but I can't quite figure it out...

Does one strap go beneath the tank and one in front? (Of the two lower straps)

Hopefully someone has done this before...
