The sign is presumably just past the last gas, so moving it a mile down the road for a nice round number would make people do an extra 2 miles to go back for gas once they've read it.

Bad assumption, the last gas could be 40 miles or more back the other way.

Was within the span between Truth Or Consequences and Reserve indicated on this info sign. (The distances didn't agree with the sign locations, but snow prevented me from going all the way to reserve to see which one was correct)
