I find my MM speedo over-reads by 10% at least ? Anyone else with a MM on a E have the same experience?

I think it is mandatory by the law.
Speedo must show a little more speed.

Imagine who will be responsible in case of accident due to too high real speed but speedo showing less...

They choose a setting which shows more than real speed.

With much trepidation & anxiety, I closely examined the rear hub bolt flanges of my HP2E and found....no cracks, nothing, nada....otoh, I only have @ 7K miles on the bike & it's more backroad blaster than dirtbike (there's 450 enduro's for that) with minimal abuse...so knock on wood as this wasn't something I wanted to replace.
