I just got a 2003 Tourist and have not had any trouble with it. I would suggest that your wife try one out first. They are not that fast--mine seems most comfortable at 45-55 mph. Much higher than that and there's a lot of vibration through the pegs and handlebars.
If you lurk around the Irbit web forum you'll hear a lot of stuff about bad alternators, gears, flakey electronic ignitions, but the people who are complaining have bikes that were built pre-2000. The Russians at Irbit have made great strides since then and for 2004 they're putting in a Denso (Japanese) alternator and switching to a hydraulic disk up front. And, again, this isn't a bike for the interstate. I think mine is most happy riding back roads at relatively low speeds. (drivers in the cars behind you are also more likely to cut you some slack if you're going too slow because sidecars are kind of rare and they think the Ural is an antique, anyway).

The Ural is a good beast and the Tourist is the one I like best. I had one for three years and still have the sidecar. That being said, you need to understand the limitations of the rig. They were bred for relatively slow speeds and excel on rough roads. Crusing speed is around 50 to 55 mph and no faster. Secondary and country road work best. Dirt roads and logging roads are a kick.
The new importer is an arm of the factory in Russian and is highly interested in the US market, which is critical to the factory's survival. The new bikes are light years ahead of my 97 rig. In short: do it. You'll have a blast.

One more thing: sidecars kick ass in the snow. Ain't nothing better than bundling up and riding in the snow. The look on the face of the Ranger Rover driver when you pass them on a snowy day can't be beat, except, I suspect, by passing the driver of a Hummer

No need to get a low bike. The rig won't fall over. Once she climbs aboard, it doesn't matter how tall the bike is. The woman who piloted the Ural rig that set the Land Speed Record (don't believe me, then look it up) is four feet six inches.
One thing about the 55 mph cruise speed that was my rig with a 650 engine. Urals now have a 750 and it is substantially faster based what people have told me.

Chopper, I think you're at the old site, the Ural.com, not the new site, imz-ural.com. The only engine now produced is the 750. The engine is so much better that a lot of 650 owners are yanking their engines and upgrading to the 750. If you're interested in a Patrol, I can hook you up with some Patrol riders in the Seattle area, if you want first hand information
