Bonded title on a 2001 KTM EXC in Georgia - anyone done it?

I am buying a European spec 125 EXC and hope to put a dual sport kit on it. Prior owner does not have the MCO and is not in touch with the original owner anymore (who is in Italy).

Has anyone in Georgia successfully titled a KTM EXC with a missing MCO (via title bond)? This one does not have the VIN digit indicating "off highway use only" and the original MCO reportedly did not have the "not for highway use" kiss of death.

Then again, I read on DixieDualSport that some (all?) tag offices have an anti-KTM cheat sheet, listing only the known legal dual sports (LC4's and 2007-up EXC's)

Please share your experiences/knowledge. At the very least I'll have a nice 125 off-road machine to play on.
