Riding 2-up on Japan's expressways

Hey, someone told me the laws changed and it is now legal to ride two up on the expressways. Is this a fact?

I was riding there a couple of years ago, the law had just changed then, and it was true for most but not all. Generally, between major cities, ok, around and in major cities, was still limited. Best I can do.
