State Trails Council meeting today in Green Bay.

Gave an information briefing on off-highway motorcycling. Used a lot of pix and some video to try to get people to understand what the various forms of our recreational preference are really like. Lots of positive feedback. Making a lot of progress gaining acceptance of our group.

Just got a draft back from the legislative reference bureau with the latest revisions for our off-highway motorcycle legislation. We still intend to introduce it in January. I have to do a detailed analysis of this latest revision and get those notes out to people along with the draft so we can be sure we are getting the best product we can. Lessons learned from the experience of the ATV community is that it is difficult to get it right the first time as there is a lot that comes up in implementation that may not be visible now.

We have a relationship with some key ATV leaders that have worked legislation in the past that proves helpful in trying to ferret out the potential "gotchas" as things evolve.

I also got installed as Vice-Chair of the council. Our user group has come a long way in a short period of time with regard to the STC.

The future

Some people can talk a good game. Others just get it done. I rode this last weekend with my daughters, one on a mini and the other now a XR100, I think toward next few years and riding the trails with them once each turns 16. Its your work that will allow me to ride with them on the same trails and fire roads that I rode with my Dad. Your hard work has benefits beyond what you can imagine.

what most people don't know that you know and i know
is that you and i had an in-person discussion about some
of the progress we were making and the issues we are facing
(within a couple of hours of the conclusion of that meeting)

always good to touch base when we get the chance

Spent the morning with the ATV folks working out some technical issues with the draft legislation. One finds that a number of statutes are affected via a ripple effect once you get further into this thing. We are trying to work out some details that will make things happen the best way while getting us the program we want.

It is important that we work out any issues with the ATV folks before we introduce the bill. Legislators do not want bickering between user groups as it complicates their job. The end state that we see is that we need to be able to stand shoulder to shoulder with other motorized groups in support of the OHM bill.

I am working with government people as well trying to work out issues that certain managers need. Nothing moves quickly but we are getting close.

Also working on some opportunities to improve our posture with the ATV user group. More on that as we further develop some projects.

Here is a tip for those that don't already get it. There are close to 300K ATVs/UTVs registered in WI. Bickering or bitching about the ATV crowd does not foster the environment we want and need to get things worked out now and in the future. There are some issues with some in the ATV community and we need to work on those in a way that doesn't detract from our program.
