Front tire is on the ground. What you're seeing is sunlight on the pavement and shadows from the bike. Kinda looks like the front tire is off the ground, but it isn't.

Speedplay Frogs. Primarily off-road pedals but some like them for pavement since the cleat recesses into the sole and allows easier walking..........
