It's not a Harley-Davidson. I believe it's a Honda -- definitely Japanese.

correct. while i am also not sure it's a honda, it is definitely japanese. and, it's water-cooled as well - looks like a radiator peeking out from behind the front wheel...

Perhaps. I'm no expert on Japanese cruisers. I'm just thinking back to one I see in the parking lot at work frequently.
