Like RidingDonkeys said, it keeps the front wheel on the ground under hard acceleration. Great for better 1/4 mile times on drag bikes, not so great for going around corners.

Help slow down (wind resistance) ,help pull the bike into the turn????? Sort of like a vertical tail flap(whatever it's called) on an airplane.
