So they completely barricade that road when it is covered with water? Weird because that looks paved. There is at least one municipal road in PA (think it is northern Bucks county) that runs through a stream - long dirt sections on either side of it. Wonder what the reasoning is?

This water has a rather narrow channel, so in the event of a flash flood the water could get ripping through there pretty good. Though it doesn't look like there's quite as much water as when I dropped the tag, it's hard to tell when a downpour will happen and conditions could change rapidly, so they block the road.

I'm assuming it's due to the "scattered thunderstorms" predictions for pretty much every day this week. I think it was Monday that there was a flash-flood warning.

PA is a commonwealth. everybody knows that, but what it means (in very simple terms) is that the government structure is configured so responsibility is at the lowest level possible.

That is to say that the little podunk supervisors are responsible for citizens safety and control a great deal. Since the great majority of PA roads that we at advrider enjoy are township roads. it is no surprise that these situations are handled differently.
