Seems like the purpose of those rubber spacers is to help dampen the vibes coming up from the motor into the handle bars. Let us know if you can tell any difference in vibes at your hands now that you have metal in there.

It looks like you have some good welding skills! Just a note, the center of the damper arm shaft and the center of the steering stem have to line up...
