Forks are off: *Now* I need help!

OK, I thought I had enough info to go ahead and install my Hyperpro fork springs, but apparently not.

I've drained the fork legs. Now I need to put the correct amount of oil in them. (120mm from the top). But does *top* mean the top of the gold outer tube...or the chromed inner tube? (There's a difference in height, you know!)

Also, the Hyperpro instructions read to me like I'm not supposed to have the springs installed when I make this measurement. Is that correct? Put in the correct amount of fork oil, then put the Hyperpro springs on, tighten the cap over them, and re-install on the bike?

From top generally means the top of everything, top of the outside tube with the forks fully compressed.
Yes, measure the oil level before installing the springs.
Put in the oil, pump the fork all the way a few times to get the bubbles out, then install the springs.

Looks like it's from the top of the tube itself

After a trip to the bicycle store to get a 13mm cone wrench, I was good to go!

Now for the test ride.
