love the high pipes. Bend and go over the tire? Dont even know if that is even feasible over the tire or top side. I can see a real small seat on it so that would work. I personally dont like the high fender, but its your bike. Go with your gut.

I'd vote for your original "Das Bobber" concept - the big, thick front tire seems to fight the high fender (high fenders go with skinny, large diameter tires on dirt bikes) the minimized, low fender goes better. Ditto the pipes, the low pipes with small, shorty mufflers go with the overall look better, I'd say, but hey, it's your bike and it'll be cool either way...

No decisions, this looks awesome. I would make some bird cage heat shields for the exhaust.

Life is like riding a bicycle, to keep your balance you must keep moving.
Some people try to turn back their odometers. Not me, I want people to know 'why' I look this way. I've traveled a long way and some of the roads weren't paved. Hell, some of the places I’ve been there weren’t even roads!

Absolutely yes on the high pipes.

I'd like to see it with a low fender. The intrusion into the negative space by the high fender seems to disrupt the flow a bit. If you set the fender low I'd recommend against bobbing it too much. I really like the look of the stock fender (assuming that it has the correct radius to match the 18" tire)

Or something like that.

Keep up the great work. I like your style.

High pipes cool.
But,

"You'll melt your skin off, kid".

I have a scar on my wrist from the muffler on my G/S I got two years ago. Doctors still ask about it. So if it were going to be all show, I'd say go high. If you're gonna actually ride it, go low.
