You're not understanding. At that speed I AM passing, constantly. Nobody is passing me on the right, and there are no empty spaces on the right.

My morning commute is a 55 zone with no patrols, ever. I've moved over to let people pass while showing 90 on the speedo. You'll get one guy camped out doing 70 in the passing lane while traffic weaves through to the right at 80-90 narrowly avoiding the slower moving traffic at 65 or less in the middle or right lanes. On my bike around here i flat out refuse to go anywhere near the speed limit because its so fucking dangerous to.

It's the PASSING lane. As long as I'm PASSING traffic I have a right to be there. And I can guarantee that I'll be right behind someone who's also PASSING cars, so I'm going as fast as traffic allows. Once traffic thins out to the point where I can move over and maintain my speed, I do that.

If you're behind someone, nobody cares what you're doing. You aren't the problem. It's the guy who is in front of you and has a wide open road in front of him and a line of cars behind him. He may have a "right to be there" but he's still being inconsiderate.

Only if nobody's in front of HIM, which is often the case. I may be behind someone, but as long as we're passing cars, I don't get real excited.
