xr650L frame rust

Hi all. I just decided to jump aboard the xr650L wagon last week.
I found a deal and jumped on it. The only issue I'm having is what seems to be a major piece of rust at the base of the frame right below the frame oil drain bolt.

Aside from cutting and powdercoating. Is there any rust neutralizer that someone could recommend? My thoughts were to neutralize and paint over at least for the time being.

Wire brush+ naval jelly? Follow the safety instructions, the stuff is nasty.

If you've tried that already, then I haven't a better solution.

Had similar rust in the same spot (frame oil drain) of my DR. Put that naval jelly stuff on and after a couple applications/cleanings the rust was gone. I just threw some touch up paint that doesn't match over it and I think it should be good, I'll just clean it up as needed.

The naval jelly is made by Loctite and can be found at Home Depot. Good stuff

Thanks for the replies!

I'm going to pick this stuff up asap and see if I can dremel wire brush it back into shape

I also had the same thought regarding the touch-up paint not matching but really my concern is obviously the structure of the metal as opposed to cosmetic paint matching
