That looks like the plug, but mine is just sitting under the fuel pipes doing nothing as I mentioned.
I don't have the thing with 11T353N on it in your pic, or the two metal mounting tangs to locate its rubber mount either. Bike bought Nov 2012. Since you're in the USA (?) and I'm in the UK emissions seems a good call, but I'm surprised on a small simple bike with a cat any more control is needed? I wonder what it actually does? im not really concerned about the noise level. i listened to a couple examples on youtube. its not very loud

Others have weighed the stock exhaust at around 14.5 lbs. -7 lbs matched with better airflow and exhaust note and a space for a large tool tube all for about $320 plus shipping seems like a pretty sweet deal to me. I'll be looking into doing that after I pick up the tall seat and an adjustable windscreen bracket.

Leo Vince Exhaust - AWESOME!
I installed the Leo Vince exhaust this morning. It took about 45 minutes, the biggest challenge was removing the stock exhaust. A little bit of persuasion with a hammer and a piece of maple and it was off. The Leo Vince slid right on with a perfect fit. Started it up, let idle for 15 minutes and took it for a ride. The power increase is quite noticeable and it sounds great - not to loud. For weight, the stock was 13.5 lbs and the Leo Vince was 6.5lbs. I would recommend this mod to your Sertao.
