Blind nut size 27mm or 28mm

Can someone please confirm whether the blind nut (refer to as 27 in this thread?) is a 27mm socket/ring spanner or a 28mm socket/ring spanner?

I have neither at home at the moment.

I've measured the blind nut with a set of calipers, it's registering between 27.4mm to 27.6mm.

It's 27 mm.

A ring-spanner is better, as you can get at the nut without removing the handlebars.
