I just called the Kernville ranger station, they said no open fires allowed in the Troy overflow or anywhere except in the actual campground in the area, only gas stoves, no charcoal either.

I just called as well. There must be some kind of miscommunication here. The # I called was 760 376 3781, the ranger I spoke with said you can have campfires in ALL of the campgrounds including specifically the Troy Meadows Overflow and Fish Creek, as long as it's in a fire ring.

Not trying to argue. I'm still bringing wood and permit. You know how it is. Government agencies. Depends on who you talk to. I don't think it will be such a big deal…...

called that number as well and the ranger said propane only, no fires. only in the camp ground, NOT the Troy Overflow.
