FD Outer seal removal issue

I followed standard procedure of:
remove dust cover and circlip
drill hole just through seal in dimple, just piercing
screwed in sheet metal screw just until it bites in hole
pulled with pliers

ITS NOT BUDGING

Bottom photo shows the 3 holes in seal I have tried 2,3 and 8 o'clock and the screw I'm using.

Should I spray some lube in there see if that helps or maybe open the fill plug on other side to help release any possible suction affect ??

Use a slightly larger more aggressive screw and a pair of wire cutters prying against the center of the axle.

Thanks Jim, I had a good bite but was pulling straight out. I'll try your suggestion.
