Yes, they are exactly the same plastic but you'll notice the gas (red) ones have an extra interior liner to withstand the fuel. I'm sure you could use the water (white) ones for fuel but I wouldn't speculate on the long term effects.

No, the fuel cans have a funky, CA mandated, enviro nozzle while the water cans have a standard, straight through nozzle.
