Pretty sure it's been posted, but from the regs - also the 3 minute (as opposed to the usual 2) spacing for the top 10 is the biggy though!

15P2 STARTING ORDER
1) Prologue
a) A prologue will be organised during the Stage n1. The Riders will leave in the order of their race numbers. The gap between Vehicles will be specified via a Bulletin during administrative checks in Lima.
b) The prologue will define the starting order for Stage n2. For bikes and quads, the winning Vehicle will start first, the second will start in the second place, and so on. The time done for the prologue will be counted in the general classification with a 5-ratio. A Vehicle achieving atime of 5 minutes and 30 seconds will be attributed, at the general classification, a time of 27 minutes and 30 seconds. The prologue total distance will be approximatively 12 km.
c) In the case of a Vehicle withdrawing during the prologue, the Vehicle will be allowed to take the start of Stage n2 being the last one to start, penalised by the maximum time plus the Fixed Penalty.
2) Starting Order
a) For the 2nd Stage, bikes will start in order of the prologue classification: the first 10 bikes every 3 minutes, the following 10 every minute, the remainder 1 by 1 or 2 by 2 every 30 seconds. Quads will start mixed with the bikes in the order of the combined bike/quad prologue classification.
b) From the 3rd Stage, the Vehicles will start in order of the previous day’s Selective Section: the first 10 bikes every 3 minutes, the following 10 every minute, the remainder 1 by 1 or 2 by 2 every 30 seconds.
The start order will be established on the basis of the time achieved in the Selective Section, plus any penalties obtained in this Selective Section (speed, missing Way Point, etc.).
In the case of a tie, Competitors will start in race number order.

This seems to increase the "penalty" of opening the track for a stage winner by 50%

But the stage winner opens the next day's track always. No ? and the organisers may be intending to build in some more actions/drama by spacing teh top 10 riders more with the 3 min interval ??

Either that, or what I was thinking is that it makes it more difficult by 50% to catch the guy in front / see his dust?
Food for thought, but definitely an interesting development. Will it be for the first ten riders again this year?

On one hand, the guy in front has one more minute to try to "escape", OTH his tracks won't efface from the ground. I don't figure exactly what the results of this new system will be...
