Any non-alien can open a stage, but only a true alien is capable of opening and winning the same stage. It is a sign of maturity and there are only about 4 - 5 riders that are capable of doing that.

from HRC,

Day 4 Nazca – Arequipa 288 km special 429 liaison
With 720 km to cover, this was the longest stage since the start of the 2013 Dakar. The route from cars and bikes was slightly different this time and the motorcycles had three refuelling points in their road book. It was a spectacular stage with a start in sand with dunes following one another, each one like the next in an ever ending desert capable of unsetting even the more expert risers. Riders also tacked an incredible 2 km slide downhill in the first third of the stage.
All Honda Riders made a great job regaining important positions with Heder finishinh 5th, Javier Pizzolito 7th and Johnny Campbell 38th.

This includes the liaison. Only 1 fuel stop within the special.

Apparently Sainz stopped and took some fuel from Belloc, who crashed rather bad according to France4
I think they said he was OK, but don't know for sure
