Forgive me for asking some newbie questions: Why dual registration? If you have a street plate, you are not required to have a ORV license in ORV areas. If you have both registrations (like my bike does currently), it must be because you recently got your off-road bike converted to street legal via SB5800. Am I correct so far? If that is the case, you would only be in this dual registration dilemma until your ORV tags expire, at which point you will need to purchase a Discover Pass.

So theoretically you could physically remove your street license plate while at the trails and comply with the ORV requirements while your ORV tag is still valid, then bolt your plate back on for the ride home. It's kind of an absurd solution, but would that work? Just thinking of what to do before riding this friday, while this issue is still unresolved.

Maybe I'm missing something, or maybe folks are concerned with their registration dollars going directly to the ORV pot rather than the general Discovery Pass fund?

There are street legal bikes with ORV tabs and dirt bikes (ORVs) with street tabs. I believe they are treated differently. Some discussion on that finer detail earlier in this thread as I recall. I suspect the plate removal might avoid further question out on trail but a look at the registration if it goes to that step would reveal which scenario you are really. The dirt bike with plates should win out. Absurd scenario as you said.

If you did a 5800 conversion, then to be legal you must continue to have a valid ORV permit.

See RCW46.61.705(1)(b)

One reason to want to have an ORV permit instead of a D-pass is only $2.40 of your D-pass goes towards the DNR and out of that, they don't have to spend a penny on ORV recreation, but if you buy an ORV permit, all of it goes toward ORV recreation.
