Motionx GPS ($0.99) does this. I just bought it it and trailed it today.

You can download the map tiles from its default maps. What I haven't figured out is how to get a lot of zoomed in maps downloaded quickly without going through a long, repeated process. Seems fine for hiking, but I am going 500 miles over two days, mostly gravel.

It took me awhile to figure it out, by you can actually download from a computer into Navigon, here's a tutorial I wrote.
