registering a non registered bike-CA

I have a pile of parts that I am turing into a running bike. I have two frames, one have a VIN head plate on it and one doesn't. Both are factory street legal. Can the one without the info plate be ever registered and plated? If not can it at least get a green sticker for off road only use?

The one that does have the plate, has not been registered in many year. The back registerations on it would be more than the bike is worth, or at least more than I am willing to pay. Isn't there a rule that after XX number of years the registeration is wiped out, and you can register it from scratch (pay less). Details /experiance?

Ya may be able to get a special construction title but it won't be fun...

Not sure about CA rules but here in NJ you have to pay the back reg if it is the same owner. My buddy blew the motor in his 67 GTO 25 years ago & left it in his parents garage then last year decided to restore it. Well DMV wanted 25 years of registation fees. SO he sold the car to me I titled it & then I sold it back to him.
