Suzuki JR80 2 smoke carb/fuelling problem

I have bought a Suzuki JR80 to ride around with my three year old on his peewee, I normally ride four stroke enduro bikes and don't know much about two smokes. I can't get the bike to run anywhere near properly unless the choke is on and even then it runs badly and bogs down hugely at low revs when you click it into gear. Runs better at higher revs, but then seems to run like its getting no fuel after a few minutes, like going to max revs by itself and just screaming it's head off... I have cleaned the carb (I thought thoroughly) I have fitted a fuel filter and it has a clean air filter and everything is plumbed up properly. Any ideas what it could be? I am going to pull the carb again and clean it some more but it looked pretty good... I am wondering if the previous owner had fitted some non standard jets or something? It's a pretty old and rough bike, I have just bought a compression teter but haven't tried it yet, could it be a worn piston and rings?

Only running on choke indicates clogged passages in the carb, pull the air screw out along with everything else, flush it all directions with carb cleaner/hi pressure air. Note the order of the spring/washer/oring on the air screw, careful not to loose any of those components and re assemble the same way (if they are correct right now). Spring goes on the screw first followed by the small washer followed by the oring.
