TTR 125 Carb Question

Crosspost from garage. Hope that's ok.

Took the carb bowl off to clean out the pilot jet. The plate/baffle (#38 in pic) in the attached pic has me scratching my head. The diagram essentially shows that it is attached between the main jet and the needle jet. Pictures seem to indicate that the main jet holds it in place.

However the plate/baffle slides easily over the main jet and needle jet since they are the same outside diameter. Nothing appears to hold it in place. When I removed the bowl it just fell out of the bottom. How is this thing supposed to attach?

I don't think it is supposed to attach. It just sits there in the bottom of the float bowl. Maybe it reduces fuel sloshing around at the intake of the jet, or something. I just put it back in the way it came out, with the flange down.
