Baggage location question

My wife and I are going to do 9 days 2up beginning this Saturday, we are on a H-D Dyna Super glide with a windscreen so the normal bar mount location above the headlight is out for the dry bag with the bedding. I have been considering mounting it below the headlight strapped up to the fork brace. Is this an issue? I could slap it on top of our tail bag but then it's in the way if I need to put the rain cover over the tail bag and there is no exposed mount point for it with the rain cover on the bag.

If it's a bad Idea to hang it under the headlight/windscreen. (it's 13" diameter and 34" long) then should I just bag everything going in the tail bag and not worry about the bag it self getting wet.

We're already using roll up vacuum bags to pack our clothes in so It wouldn't be a problem to grab some Gallon ziplocks and sack toiletries and our lightweight thermal gear.

We are headed from Tulsa to the Deals gap region camping on the way.

That seems like a pretty big bag to be mounted out front. I think bagging everything would be better.

Do it on a GS and you have all the luggage capacity you will ever need.
