Lower frame drain plug leaks with new copper washer (LC4)

The lower drain plug on my LC4 continues to seep oil. I got some new copper washers from the local auto store but this seal is still leaking. The threads are not stripped and I don't want to overtighten and make a bad situation worse.

Is the OEM copper washer a must, here? I used a copper crush washer from a brake banjo bolt- same dimension as stock. Also, I cleaned the surface in between oil changes last week. There were no burrs or rough spots. I'm positive it is the lower drain seal - it gets damp with oil and the seal around the 2nd filter is dry.

What gives?

What should the ft/lb or nM measurement be for the lower frame drain plug?
