indeed, most tourists renting bikes are not experienced motorcyclists. seeing people ride like the locals in shorts, flip flops an no helmet is always a shocker to experienced riders like us.

the state of the loaner helmets is probably also an issue of deterrence. in my limited travel in such places, the helmets on offer at rental places tend to be quite tatty and were pretty cheap and crap even when new. i have always made the effort to take a helmet with me when in knowing that i would be renting a bike.
